West Mercia Police Procurement: The 3-9-27 Model

In alignment with the Procurement Act 2023, West Mercia Police’s Contracts & Procurement Department has launched a refreshed 5-year strategy.

At the heart of this transformation is the innovative 3-9-27 model, a structured framework built around 3 core metrics, 9 strategic objectives, and 27 actionable tasks.
 
The three pillars guiding this approach are:
  • Governance – Ensuring transparency, compliance, and accountability in all procurement activities.
  • Value – Delivering best-in-class commercial outcomes and maximising taxpayer value.
  • Corporate Social Responsibility (CSR) – Embedding ethical, environmental, and social considerations into every contract.
     
This model ensures a cohesive, flexible, and impact driven approach to procurement, enabling the department and its suppliers to respond to evolving needs while staying aligned with its long-term strategic objectives.
 
Corporate Social Responsibility is not just a metric; it’s a core driver of the organisational & departmental strategy and underpins support for the Police and Crime Commissioner’s Safer West Mercia Plan, also informing assessment of the most advantageous tenders, and helps us maximise public social value.
