Real infrastructure isn't designed in a software lab, it's forged in the real world.

In 2012, Pluggin Founder Jay Baughan conceived the way for Nigeria to solve a critical challenge: connecting international corporate brand marketing budgets directly into verified frontline NGO outcomes in the exact communities where consumers lived.

The Pluggin model was born, deep inside Kogi State in Nigeria.

Over the next eight years of rigorous field operations across Africa and the Middle East, Jay proved how the creation of a national civic infrastructure directly supports how brand marketing develops frontline beneficiary verification which establishes total accountability and therefore powerful consumer digital engagement for these brands; while directly sustaining vital community projects and impact countries need but cannot fund.

In 2020, during the COVID-19 crisis, Jay pivoted this work and adapted the Pluggin model for the UK; establishing a social enterprise called the Pluggin Ecosystem, and building a civic infrastructure with technology as the rails for the development of collaborative relations with UK public procurement leaders. By 2025, through a Steering Group approach with these senior public procurement leaders, the Pluggin civic infrastructure (complete with a Marketplace and Dual Impact Collaboration Model (DICM) Engine) was seamlessly embedded into local, regional and national public procurement processes and today, anchoring social value within over £2.1 billion in UK public spending.

Successfully delivering contract social value across UK public contracting is not a software problem!

Technology is merely the underlying conduit. Pluggin uses technology but is also embedded as a UK civic grid which is supporting public buying authorities; a direct solution ensuring public contracted social value flows to help build real community health, safety, and resilience.

Social value is a legally required outcome within billions of public contracting, but the solution to making this flow is not a software problem where private vendors sell subscriptions to self-reporting survey tools and match-making portals - which actually don't address the core need society has.

After more than a decade of social value legislation, the challenge facing public authorities (spending billions of taxpayers money), has been how to harness and contractually bind, and then track and validate supplier social value as a strategic support for the local activities making the impact communities need and that public authorities need but can then evidence..

Pluggin was specifically built from the ground-up and operates as embedded national civic infrastructure spanning 44 UK regional buying geographies.

Comprised of THREE inter-connecting elements which form an organic ecosystem, Pluggin is the civic grid that binds commercial contracting with hyper-localised social value which directly supports verified frontline community provisions. Although leading-edge technology provides the invisible Pluggin guard rails, the true power of this infrastructure lies in community embedment, commercial market forces, and absolute public accountability.
