Transparency, Integrity & Social Value Governance
The Pluggin Ecosystem operates on a principle of "Integrity by Design." As a critical bridge between UK public procurement and strategic social impact; facilitating collaborations within £multi-billions of public spending, we believe our organisation must embody the transparency we advocate for. This statement formalises our commitment to radical transparency, ensuring our partners in policing, local government, and executive agencies have full visibility into our leadership principles and governance standards.
Leadership Through Lived Experience
The Pluggin Ecosystem is a visionary digitally-enabled UK environment built to solve the systemic challenges of social equity. Our leadership structure is defined by professional excellence and is uniquely informed by a journey of total rehabilitation.
Commitment to the Rehabilitation of Offenders Act (ROA) 1974: Our Founder leads the organization with the authority of lived experience, including a personal journey of rehabilitation following a custodial sentence from 2011. In accordance with Section 4(1) of the ROA 1974, he is a rehabilitated person whose history is legally "spent". Under UK law, he is treated for all professional purposes as if the offense never occurred. We view this background as a primary asset in delivering the "Rehabilitation of Offenders" and "Community Resilience" pillars of the UK Government Social Value Model (PPN 06/20).
Data Ethics & Partnership Protocol
As a non-commercial, philanthropic collaborator, Pluggin provides the DICM engine and Marketplace free of charge and conditions to our police and council partners. To protect the integrity of this collaboration, we adhere to the following framework:
- Purpose-Led Access: Any access to Law Enforcement Data (PNC/LEDS) relating to Pluggin personnel must be for a specific, legitimate policing purpose in accordance with the Data (Use and Access) Act 2025.
- Proportionality: We strictly prohibit informal background checks used to influence strategic relationships. Such actions are inconsistent with the collaborative nature of our partnership.
Vetting Excellence: While our philanthropic model does not necessitate standard commercial vetting, we remain committed to the highest standards of professional conduct and data ethics.
Our Mission
By being proactive in our disclosure, we remove the opportunity for misinformation and refocus our partnerships on the shared mission: channeling legally obligated social value into community health, safety, and resilience.
"Building a more resilient United Kingdom through transparency, innovation, and integrity."
