Unlike traditional Software-as-a-Service (SaaS) platforms or proprietary software tools, Pluggin is mapped-into 44 buying areas of the UK and provides an open, verifiable public arena where public sector contracts are translated directly into frontline community collaborations and benefit. Civic Infrastructure vs. Government Systems

Pluggin is independent civic infrastructure, not a government-owned database, internal IT system, or commercial SaaS application:

  • Public Sector Role: Public Sector Buying Authorities (including central government departments, police forces, and local councils) utilise Pluggin’s Civic Infrastructure and Dual Impact Collaboration Model (DICM) Engine to manage and verify Social Value obligations against unique Contract IDs.

  • Data Sovereignty: Buying authorities do not host, own, or restrict Pluggin’s data architecture. Authorities gain real-time quantitative and qualitative reporting dashboards—with zero data-hosting liability, IT integration friction, or system control overhead.

Pledges, SPOs & Collaboration Agreements

Social Value cannot be delivered through isolated corporate claims. The DICM Engine structures delivery through transparent, binding chains of accountability:

  1. Social Purchase Orders (SPOs): When suppliers commit resources to fulfil public contract requirements, they raise SPOs against verified regional and national initiatives lodged on Pluggin.

  2. VCSE Collaboration Agreements: When local charities and frontline partners accept these SPOs, a formal contracted Collaboration Agreement is established. This turns bidding promises into audited, local delivery.

  3. Taxpayer-Funded Non-Exclusivity: Because these collaborations are funded directly through public sector procurement contracts, the delivery data cannot be hidden, privatized, or locked behind corporate Non-Disclosure Agreements (NDAs).

All core infrastructure, DICM Engine repositories, and contract agreement metadata are preferentially hosted and processed within secure UK data centres in full compliance with UK GDPR data sovereignty standards.
