Transforming how public buying drives social impact...
In 2023, we launched a dual impact collaboration marketplace (DICM) with senior police buyers; a buying marketplace worth £485 million a year, it quickly evolved over the next 2 years.
Branded the Pluggin Marketplace in 2026, this environment not only supports how public contracting drives social value into counties, but enables these buyers and their local residents to see HOW & WHERE their business suppliers are adding real social value to the charity and social enterprise providers building healthier, safer and more resilient communities.

For public buyers across counties this provides a cost-free, public-facing and communities led solution to deliver strategically aligned social impact through inter-connected public spending.

A dynamic real-time marketplace connecting, capturing, measuring and promoting supplier social value across hundreds of supply contracts.
Public Buying: When tenders go out for businesses to respond, they are seamlessly connected with the Pluggin Marketplace; bidders can go directly to any of 44 marketplace areas to find and engage with a host of approved charities & social enterprises already delivering the impact buyers want supported via social value.
Our technology helps establish a business and charity/social enterprise collaboration proposal to be submitted as social value within the business bid; evaluated by the public buyers and supporting up to 20% of their tender weighting.
Supply Contracts: Upon contract award, the collaboration proposal is converted into a collaboration agreement and locked-into the supply contract - binding buyer, supplier and charity/social enterprise to support the locally published crime and safety objectives.
Measurement: Through the marketplace's ongoing data collection process, the collaboration agreement is measured for impact through the capture of outputs from the charity/social enterprise being supported; grassroot outputs which show the evolution of impact over time - which are then matched to wider crime and safety statistics, public spending on emergency services and criminal justice services.
