Every year, millions of pounds in unused corporate training funds quietly expire and default back to the Treasury under the government's strict 12-month expiry rules.
Launched in April 2026, the Pluggin Marketplace Apprenticeship Levy Transfer Scheme is a collaborative "pull" framework backed and promoted by public buyers within contracting. Together with buyers, we aggregate this expiring funding from major brands and redirect it straight into our regional network of SMEs, social enterprises, and charities to cover 100% of apprentice training and assessment costs.

Our public buyer members are actively pulling pre-specified resources into their local communities as a condition of contract delivery; with a particular focus upon how contract supply chains are building employment. This scheme is buyer pre-approved:

The Social Purchase Order (SPO): Our SPO process establishes the transactional rigor needed to capture this community investment at bid stage - bids pledge to transfer levy through the Pluggin Marketplace via the SPO.

Contract-to-Region Lock: The SPO automatically locks details of the transferred levy directly into the specific public contract, geographic region and buyer group.
